Ring pulls are fitted to the top sash’s bottom rail allowing you to close the sash easily when the window is either high up or where you have to over-reach. Across a worktop for example. You can use your finger to pull the ring pull, but it is more usual to use a window pole hook.  Two ring pulls are usually fitted, one either side of the sash.
